Baseline Survey of Inclusive and Quality Education Technical Program (2021-2025) (World Vision International Nepal):
CREHSS implemented the Baseline Survey of the Inclusive and Quality Education Technical Program of WVI Nepal in three districts: Bajhang, Doti, and Achham. The general objective of the study was to assess the current status of the project’s working area and establish baseline values. The specific objectives were to: i) establish baseline values for goal and outcome indicators to set targets and measure impact over time, ii) provide evidence of changes to government and donors with contributions from WVI Nepal, iii) explore opportunities and challenges in the community and areas for collaboration with partners and government, and iv) document good practices related to child well-being adopted by communities and organizations with regard to inclusive quality education. The study adopted a cross-sectional design with a concurrent mixed-method approach, combining quantitative and qualitative methods, including school and reading club observations. Early Grade Reading Assessment (EGRA) was conducted among 1,520 grade 3 students from 75 program-supported schools. Additionally, 20 focus group discussions (FGDs) and 10 key informant interviews (KIIs) were conducted. CREHSS assessed the current status based on logframe indicators, including EGRA, Prioritized Minimum Enabling Conditions (PMEC), print-rich classroom environments, mid-day meals, and others. The indicators were disaggregated by gender, ethnicity, and other characteristics to identify gaps among groups. CREHSS prepared the baseline report and shared key findings with the project team.
